I know the words but ...

I can't communicate fluently.

How often do you repeat aloud what you know, as you would in real life?

Not often.

How did you learn the English you know?

I listened to people speaking, I read, I did lots of grammar exercises...

So what you are saying is that ...
you know the song because you have studied the lyrics
and listened to different singers sing it,
but you are still not able to sing it as well as professional singers do?
I suppose yes...
There's no magic formula. There's no secret.
If you want to be a singer, you need to sing.
If you want to speak fluently you need to speak. A lot.
Not in your head.
But aloud. To yourself. Every day.
